Karen Olscamp, FACHE
President and Chief Executive Officer

Ms. Olscamp received her bachelor's degree from the University of Rochester and her Master of Health Services Administration from George Washington University. She completed her residency program at UM BWMC and assumed the position of Assistant to Administration. Ms. Olscamp was promoted in 1988 to Vice President, Operations and served as Sr. Vice President and Chief Operating Officer from 1997 to 2008. She serves on many boards, is a fellow of the American College of Healthcare Executives and a member of the Maryland Association of Healthcare Executives.

Ms. Olscamp was named President and CEO in August of 2008.

 

kathyMKathleen McCollum
Sr. Vice President, Clinical Integration and Chief Operating Officer

Ms. McCollum currently oversees the medical center’s day to day operations as well as its strategic planning functions. Working with a team of experienced executives, she has responsibility for nursing, ancillary services, service excellence, local human resources, local information technology, strategic planning, community benefit activities and marketing/communications. Ms. McCollum chairs UM BWMC’s operational performance improvement council, and co-chairs this same function at a system level for the University of Maryland Medical System.

Ms. McCollum joined UM BWMC in 2001 as Vice President and Executive Director of the Tate Cancer Center. She received her bachelor's degree from the Wharton School of the University of Pennsylvania and her Master of Health Science degree in Health Finance and Management at Johns Hopkins University School of Hygiene and Public Health. Prior to joining UM BWMC, Ms. McCollum worked in both strategy and operations roles at the University of Maryland Medical Center. She currently sits on the Board of Directors for Hospice of the Chesapeake and chairs their finance committee.

Sr. Vice President and Chief Financial Officer

Mr. Pietsch received a Bachelor of Science degree in Accounting from Towson State University and joined UM BWMC in 1988 as a Budget and Cost Manager. Mr. Pietsch was promoted to Assistant Director of Finance in 1992 and named Director of Finance in 1997. He has held his current position as Sr. Vice President and Chief Financial Officer since 2000. Mr. Pietsch is the Treasurer of Baltimore Washington Emergency Physicians, Arundel Physicians Associates and Baltimore Washington Health Enterprises. He is an advanced member of the Healthcare Financial Management Association, a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.

 

Vibhakar_webNeel Vibhakar, MD, MBA, FACEP
Sr. Vice President and Chief Medical Officer

Dr. Vibhakar received his bachelor's degree in Biological Sciences from Carnegie Mellon University and his medical degree from the Drexel University School of Medicine. He completed his residency in emergency medicine at Johns Hopkins Hospital. After starting with the emergency physician group at UM BWMC in 2004, Dr. Vibhakar became Chair of the Emergency Department in 2009. Over that period of time he has served in a number of leadership roles, including as an officer of the medical staff and leading the University of Maryland Medical System Emergency Medicine Clinical workgroup. He was named Sr. Vice President and Chief Medical Officer in 2015. Dr. Vibhakar is a member and fellow of the American College of Emergency Physicians.

Dr. Vibhakar oversees the clinical and quality performance of the medical staff at UM BWMC. Most of the Department Chairs report to him directly or indirectly. He is Chair of the Performance Improvement/Risk Management Committee, co-chair of the hospital wide Patient Flow Task Force, and sits on the Medical Executive Committee (MEC) as well as many other hospital committees. The Quality and Safety Department along with Social Work report up to him directly through Mary Jozwik. Dr. Vibhakar is also responsible for the Medical Staff Services Office.

Sr. Vice President, Chief Nursing Officer

Ms. Whitaker joined UM BWMC as Vice President in 2013. Prior to that she served as Chief Nursing Officer and Vice President of Patient Care Services at Overlake Hospital Medical Center in Bellevue, Washington. Her previous experience also includes System Chief Nursing Officer and Senior Vice President and Chief Administrative Officer at Swedish Health Services in Washington; and Vice President, Chief Nursing Officer and Senior Vice President of Operations at Franklin Square Hospital Center in Baltimore.

Ms. Whitaker received her bachelor of science in nursing from Gwynedd Mercy College, her master of science in nursing from Villanova University and her master of science in applied behavioral science from The Johns Hopkins University. She is a member of Sigma Theta Tau and the American Organization of Nurse Executives and has completed numerous post-graduate fellowships and certificates.

Vice President, Quality and Patient Safety

Ms. Hall received her Bachelor’s degree in Nursing from Monmouth University, a Master’s in Nursing as a Clinical Nurse Specialist in Emergency and Critical Care from Widener University and a Master of Business Administration in Healthcare Administration from Eastern University. She holds a national advanced practice certification through the American Association of Critical Care Nurses as a Clinical Nurse Specialist in Acute and Critical Care for the Adult and a Fellowship of the American College of Healthcare Executives.

Ms. Hall came to UM BWMC in 2014 and served as director of acute care nursing. She was named Vice President in 2016. She provides direction for the following programs: the Care Management Program - to ensure appropriate utilization of resources consistent with the highest quality patient care; the Performance Improvement Program - to continually improve patient care; the Infection Prevention Program - to provide a safe and healthy environment for patients, staff, and visitors; and, the Patient Safety Program – to deliver safe patient care.

Vice President, Strategy and Business Development

Ms. Paesch joined UM BWMC in 1997. Prior to assuming her role as Vice President, she served as Senior Director of Business Development and Physician Enterprise. She received her Bachelor’s Degree in Communications from Salisbury University and obtained her Master’s Degree in Healthcare Administration from University of Maryland University College. She has over 20 years of experience in the healthcare industry.

Ms. Paesch has an extensive background in physician recruitment, relations and retention; practice management over site; and business development. She is a member of the American Association of Healthcare Administrative Management and the Society for Healthcare Strategy and Market Development.


Brian Lynch 
Vice President for Human Resources

Mr. Lynch joined UM BWMC as Vice President of Human Resources in 2018. Prior to this, Mr. Lynch served as the Director of Human Resources for Bon Secours Health System, Inc. In this role, he served as the strategic human resources leader responsible for helping the organization achieve its strategic and operational objectives. He provided strategic leadership and served as an internal consultant to executive and line management and was responsible for human resources operations and employee occupational health services. Mr. Lynch has over 20 years of progressive human resources experience in employee and labor relations, leadership development, staffing, talent management, compensation, compliance, benefits and organizational development.

Mr. Lynch earned a Bachelor’s degree in Business Administration from Ohio University where he majored in Human Resources Management. He also obtained a Master’s degree in Organizational Development from Capella University.

Vice President

Ms. Ward joined UM BWMC as Vice President in 1989. Prior to that Ms. Ward was an Assistant Vice President at St. Joseph Medical Center in Towson from 1982-1989. Ms. Ward received her master's degree in Health Services Administration from George Washington University and her Bachelor of Science degree in Social Work from James Madison University. Ms. Ward serves on the Board of Directors for Baltimore Washington Emergency Physicians, Inc. and the UM Baltimore Washington PET Center, LLC. She also serves on the Advisory Board for Special Beginnings, Birth and Women's Center. Additionally, she is a member of the Maryland Association of Healthcare Executives and an Associate of the American College of Healthcare Executives.

Ms. Ward is responsible for management of the capital budget; administratively responsible for most of the ancillary departments and the support departments of Security and Facilities Engineering. Through Facilities she oversees the Facility Master Planning process and a significant amount of the hospital's construction services and was the coordinator for all planning activities associated with the opening of the Emergency Department expansion, and the patient care building. Ms. Ward is also the liaison to the Auxiliary.


Evelyn LoganEvelyn Logan, MBA, PhD(c)
Vice President, Patient Experience and Operations

Ms. Logajoined UM BWMC as Vice President in 2018. Prior to this she led patient experience efforts at Anne Arundel Medical Center as Director of Service Excellence and has held various management positions at Howard University Hospital, Bee Creative R&D Solutions and the Points of Light Foundation. Ms. Logan provides strategic and operational oversight for patient experience, environmental services, nutritional services, patient family advisory council and volunteer services.

Ms. Logan received her master’s degree in business administration from Mercer University, a dual Bachelor of Science degree in marketing and management from the University of South Florida and a Bachelor of Art degree in graphic communication from University of Maryland University College. She is currently a PhD candidate in Health Services with an emphasis in Public Health Policy from Walden University. Ms. Logan is presently a member of the American Public Health Association (APHA) and serves as an executive member and lead of the Spark A Change Program for Golden Key International Honour Society. She is a member of the International Business Fraternity, Delta Sigma Pi.
