About Me

Dr. Packer is an orthopedic surgeon. He specializes in sports medicine and arthroscopic procedures for treating knee and shoulder problems.

Dr. Packer is an expert in surgical and non-surgical treatment of cartilage, meniscus, labrum, ligament and tendon injuries using the most advanced and minimally invasive techniques, including regenerative medicine such as platelet-rich plasma (PRP). He treats patients of all ages and activity levels, from the elite athlete to the weekend warrior. He believes in individualizing treatment based on each patient’s personal goals.

Dr. Packer is an associate professor of orthopedics at University of Maryland School of Medicine. He is also a team physician for the University of Maryland Terrapins and the University of Maryland, Baltimore County (UMBC) Retrievers. He has previously served as an assistant team physician for the National Basketball Association's (NBA) Golden State Warriors and the Stanford University football team.

Dr. Packer is an active member of many national societies, including the American Academy of Orthopaedic Surgeons (AAOS) and the American Orthopaedic Society for Sports Medicine. He serves on several leadership committees, including the AAOS Sports Medicine Content Committee and as chair of the AAOS Sports Medicine Evaluation Committee.

Dr. Packer has previously been recognized as a "Top Doctor" in the specialties of orthopedic surgery/sports medicine and general orthopedics by Baltimore magazine.
